I have short hair and I use a product by Big Sexy Hair that is called What a Tease - backcomb in a bottle. I pull layers up and spray underneath them at the roots and keep it held up until it has a few seconds to dry. I do this for two sections in the back and two at each side. I absolutely love the product and I highly recommend it.
Also you can use a toothbrush to tease it more finely too.

you add some volume to your hair. you can buy the spray for like 6 bucks in pharmacy stores
